I bought a perfect str and honor inscription but i can't use it on any weapons.

Checked wiki...says priest of balthazar doesn't let u "unlock" without NF

unlock = use?

so do I need nf to use the inscription?

it can be used but only on an inscriptable weapon.
an inscriptable weapon will say "inscription:" on it

No, you do not need Nightfall to use an inscription. As above poster said, you do need a weapon that takes that inscription. For PvP weapons, those would only be available if you have Nightfall. You could purchase a weapon on which to use the inscription, instead of unlocking one.
